Ningbo sets targets for medical care reform

At the executive meeting of Ningbo Municipal Government held the other day, the Plan for the Medical Care Reform for the 12th Five-Year-Plan Period was adopted.

The plan specifies that the targets for the medical care reform during the 12th Five-Year-Plan Period should be: to improve the basic medicare insurance for urban and rural citizens, to improve the efficiency of the grass-roots public health services, to improve the institutions of the public hospitals, and to ensure the financing to the medical care reform. Concentrating on the improvement of the medical care system, the improvement of the mechanism for basic medicine, the improvement of new operation mechanism for grass-roots medical institutions and the reform of public hospitals, Ningbo will make 42 reforms in 9 categories.

In this year, Ningbo will focus on the following tasks: to promote the pilot reform of the county-level public hospitals in an all-around way to stop the institution of "increase the revenue of hospital by excessive sales of drugs"; to release policies to encourage private-funded medical services; to establish security mechanism for serious diseases; to have digitalized health archives of 70% of the urban and rural citizens and to increase 2,000 medical workers

China Ambulance Forum opened in Ningbo

On June 16, the 4th China Ambulance Forum opened in Ningbo. The topics of the forum include the application of information technology in the first aid, the construction of smart medicare and the formulation of related occupation standards.

The theme of the forum is "smart first aid and promotion of occupation standards.

The forum was jointly hosted by the Emergency Center Management Association of China Hospital Association and Ningbo Careful Special Motor Vehicles. 160 people from emergency centers and motor vehicles attended the forum

China Environment & Health Awareness Week held

On the morning of June 2, the 5th China Environment & Health Awareness Week, sponsored by   Zhejiang Committee, Ningbo Committee and Yinzhou Branch of Chinese Peasants and Workers Democratic Party, and hosted by Hengjie Town Government of Yinzhou District, was held in Hengjie Town.

It is reported that the "awareness week" is a social welfare activity initiated by the Central Committee of Chinese Peasants and Workers Democratic Party, and this year’s session, themed as "Green Economy and Health", has been the fifth one.

At 8 o'clock in the morning, over 20 members of Chinese Peasants and Workers Democratic Party assembled on the playground of Hengjie Central Primary School to provide services for the local people in medicine, legal help, family planning and science promotion. The medical experts provided free medical treatment involved in such departments as cardiology, surgery, orthopedics, ophthalmology and Chinese medicine, etc.

Efforts of smoking cessation clinic hailed

May 31 marks World No Tobacco Day (WNTD) in 2012, a day created by the World Health Organization (WHO) in 1987 as a way to bring worldwide attention to the tobacco epidemic today. To help people who have difficulty in quit smoking, Ningbo opened its first smoking cessation clinic in November, 2008 in the Affiliated Hospital of School of Medicine of Ningbo University. Up till now, as the only smoking cessation clinic in Ningbo, it has received more than 1,000 patients who seek professional help in their struggle to quit smoking.

Dr. Chen Zhongbo is a full-time doctor in the smoking cessation clinic. Having treated many smokers, he agreed that the temptation to smoke is hard to resist in the stressful society today.

"While smoking is a common practice Today, more and more people, with a higher level of education, are aware of the need for smoking quitting. The trend is reflected by the increasing patients seeking help in hospital. However, to quit smoking, people need time and a better surrounding. "

According to Dr. Chen, there are two ways to quit smoking. One is to kick the habit with one’s willpower. It is hard for most smokers although some patients successfully do so.

Another way is seeking medical aid, which combines the psychological, behavioral, and drug treatment. So far, it is proved to be more scientific and effective.

"Most patients coming to our clinic are white collars and business people. Their stress-ridden lifestyle makes cigarettes a necessity in their daily life. To help them, we first make them believe they can quit smoking. Then we carry out certain behavioral therapy according to their life and working style, but this is not enough for chain smokers, who need the third treatment: medication. " said Dr. Chen.

Currently, there are three kinds of drugs for smoking cessation treatment, namely, the nicotine patches, the bupropion tablets and the varenicline tablets. However, nicotine patches may lead to addiction and bupropion is not suitable for people with mental disorder, so most doctors recommend varenicline tablets.

"Varenicline tablets treatment requires a 3-month term for its first stage. A patient can quit smoking within 3 to 6 months if he/she can maintain a regular schedule and stable mood while avoiding caffeine or alcohol. "According to Dr. Chen, the ability of varenicline to help relieve the craving for nicotine can contribute to its relatively high efficacy in treating smokers
