Beilun District on a 100-day Drive against Overloading Transportation

In order to better manage overloading problem in highways and ensure that G20 summit will see safe and smooth transportation in Beilun District, Beilun District embarked on a 100-day drive against overloading trucks on highways starting from June 1st until September 8th.

“According to the security requirement of G20 summit, the district strengthens oversight and management on overloading of hazardous chemicals and deals with illegal practices, eliminate possible security hazards and weak links that might hold back G20 summit and make sure of road safety and smoothness”, said Gu Chunbo, who is responsible for the highway conditions. Preliminary statistics shows that 60 vehicles have been investigated as of now, including cementing trucks, sand trucks and wire winch. The campaign has achieved results.

 

The drive focuses on law enforcement on the road by means of fixed and mobile inspections on incoming vehicles around-the-clock. The campaign gives priority to vehicles with weight of over 55 tons and overloading practices, vehicles of hazardous chemicals, construction vehicles, cargo vehicles violating rules over three times within a year and those deliberately avoid inspections. The key section under the drive is 329 National Highway, Luoxia Line, Jiangnan Highway, Tongtu Road, Taishan Road, Yanhan Middle Route, No.2 Passageway, Chuanxian Route, Chaishi Route and major highway entries of Beilun, Xiaogang and Dingjiashan.

According to Zhu Xinyu, who’s responsible for the section of Jiangnan Route, law enforcement officials on June 7th started the frive on many key sections of Xiaogang Highway and Luoxia Route by means of Zhichao Electronics Inspection System with 18 vehicles having been investigated. “Backed by the building of digital highway, we are able to install the inspection system on highways, national and provincial highways and even on roads in key counties. What’s more, we can also identify car plates via road network videos and deliver real-time data. The use of Internet Plus initiative in our work has made law enforcement more effective,” said Zhu.

According to Gu Chunbo, during the drive, the district will also launch a special week-long campaign to have sudden inspections two times per week without specific targets, timing and openness. And efforts will be intensified in this regard. We will also step up efforts of enforcing laws on the spot so as to raise the rate of cases being investigated. Beilun will also set in motion a special inspection endeavor on overloading of hazardous chemicals transport to combat illegal practices.
