"In theory, the middle-income group is an important cornerstone of a stable society and one of the very important indicators for measuring common prosperity." Wu Hongyan, Director of the Second Research Division of the Development Research Center of the Municipal Government, said that consistently promoting the doubling of the size of this group is the only way to accelerate common prosperity.
She said that the doubling of the size of the middle-income group lies in the transformation and upgrading of the industry. With the improvement of the population’s education level, the cultivation and development of high-end industries with technological content and the new economy can achieve higher profits and added value in a distribution, thereby accelerating the expansion of middle-income groups.
Specifically, Ningbo will further deepen the pilot city of integration of industry and education, build a "Ningbo Training Port", implement "direct recognition", "integration of vocational and technical talents" and a skill level evaluation system. It is estimated that by 2025, the total number of skilled and high-skilled personnel will have increased substantially, and the number of R&D personnel per 10,000 employees will have increased simultaneously.
At the same time, Ningbo will establish a special support policy for the development of new business formats, strive to deploy mainstream live broadcast platforms in the form of live broadcast bases, introduce a group of well-known anchor studios, live broadcast e-commerce services providers, and content producers. Ningbo will also encourage couriers, online ride-hailing drivers, network anchors and other practitioners to enter the middle-income group through their own efforts.
In addition, Ningbo will support all kinds of talents to enter the rural areas for entrepreneurship and innovation, and provide favorable policies such as small loans and brand promotion for those engaged in modern agriculture, rural tourism, rural e-commerce and other characteristic industries that enrich the people; at the same time, Ningbo also implements and improve policies and measures like tax cuts and reductions and first-lender loans to support the development of individual industrial and commercial households and small and micro enterprises and further stimulate vitality.
Keep the bottom line firmly and strengthen the protection of the bottom line for the disadvantageous groups

It will further improve the dynamic adjustment mechanism linking social assistance standards and residents' living consumption expenditures, and the minimum living standards will reach 14,000 yuan per year.

In response to the "worries" of many new citizens, Ningbo will steadily promote the same rights of rent and sale, improve the accumulating points enrollment policy, and completely abolish the restrictions on the new civil social insurance payment places by districts and counties (cities) to ensure that the children of new citizens who meet the conditions can go to the nearby schools. At the same time, we will continue to implement the “two exemptions and one subsidy” policy for migrant children to gradually meet the needs of migrant children to receive inclusive pre-school education.
