The Comprehensive Law Enforcement Bureau of Jiangbei District of Ningbo City was formally established on the afternoon of 23rd, November.
Succeeding the listing of Ningbo Municipal Comprehensive Law Enforcement Bureau three months ago, it was the first district-level comprehensive law enforcement bureau in downtown Ningbo, which also marks the specific implementation and effective promotion of the comprehensive structural reform of Ningbo urban management system. The establishment of this bureau will add new force to create a service-oriented Ningbo municipal government through consolidating law enforcement forces, working out a better way to distribute resources and preventing bull management.
The change of names belies the enhancement of the bureau’s responsibilities and the expansion of its working range.
According to Weng Wei, director of Comprehensive Law Enforcement Bureau of Jiangbei District, the bureau will ensure that the transferring, takeover and implementation of law enforcement items are carried out in a coordinated manner in line with the planning and deployment of higher government as well as 21 domains specified by provincial and municipal
governments. The staff members and law enforcement officers will, in the light of the reform requirements, fulfill their responsibilities to locate and improve weak links with the concept of “people-oriented urban management” in their mind. They will make vigorous efforts to explore a working mechanism and management model according to actual situation and rise to new problems and challenges, thereby maintaining legal dignity and protecting people’s rights and interests.
In the past few years, the work of Comprehensive Law Enforcement Bureau of Jiangbei District has been set along the principle of “building highlight areas, enhancing urban life and improving living environment”, with modernization of urban management as its direction and fixing systems and mechanisms as an important approach. With all its efforts, the bureau has made certain achievements in transforming urban management to urban governance and promoting the construction of a more livable and yee yip modern waterfront city through reform of urban management law enforcement system.
In the year of 2016, while giving top priority to the work concerning “reconstruction of dilapidated buildings and demolition of unauthorized ones”, the bureau endeavors to optimize land use and builds highlight areas including Huaishu( Locus Tree) Road and Kongpu Football Pitch. Besides, painstaking efforts are made to improve urban life in Ningbo through reconstruction projects of streets and alleyways in all aspects, beautifying project of the night scene of the Old Bund of Ningbo, greening project of idle land and reservoir reconstruction project to create a comfortable, tidy and beautiful modern waterfront city. With deepening reform as its focus, the bureau energetically promotes reforms of comprehensive law enforcement system and outsourcing system of sanitation services, breaks barriers between different departments, and improves working efficiency in garbage classification, building a smart city and execution of non-litigation cases; with strengthening team building as its core and highlighting democracy, openness, competition and personal ability in its work, the bureau selects 12 members who are welcomed and recognized by people and their colleagues from all the law enforcement officers working at the forefront and promotes some of them to principal or senior staff members with a salary raise, thereby boosting the staff members’ working enthusiasm in the bureau.

The dilapidated factories, shanties or stock dump of steel tubes along the Beiwaihuan Expressway have been replaced by a vast expanse of green space.
“We need to extend our gratitude towards the reconstruction project of both sides of roads and railways in Jiangbei District and the application of information technology in its work.” said by Lin Xuke, leader of coordination group in charge of the reconstruction work in Jiangbei District.
According to Huang Qianchao, deputy director of the bureau, the 14-kilometer-long Beiwaihuan Expressway, which begins from the northern exit of Ningbo Expressway in the western end to the 329 National Highway in the eastern end, is considered as a gate in northern Ningbo ushering in guests from other cities. However, as the expressway is too long with complicated land conditions and influence from engineering construction, the environment along the expressway was a mess before.
A city’s road appearance always represents its image. In the second half of 2016, with the help of a new tool, Jiangbei District is making targeted efforts to further its reconstruction work so as to upgrade the environment and outlook in both urban and rural areas.
The new tool mentioned above is H5 service system co-developed by Three Reconstructions and One Demolition Office and a digital company: if a person enters the platform on his laptop or mobile phone, he will find that 19 roads including Beiwaihuan Expressway are clearly marked by red line. This is a platform that Jiangbei District is endeavoring to build, with various range of dynamic information updated.
The corresponding responsibility mechanism set up by Jiangbei District operates as follows: 19 officers above the deputy-director level are assigned to take charge of the 19 roads respectively, while 6 district-level units will be responsible of road screening, working out reconstruction scheme and assigning an officer to ensure the scheme is carried out smoothly in subdistricts, towns and industrial zones where the roads locate in.
According to a related official, with the help of the H5, not only the problems of each line are listed, but also the reconstruction condition is clearly showed. It’s noteworthy that after automatically collecting data and task completion rate, the system will release a publicity list that ranks the 6 units, thereby stimulating their competitive consciousness. Since the H5 was put into operation, the remediation work in former condemned road sections has been accelerated, with the demolition rate ranking first in the city for three months in a row.
In the first half of 2016, 1570 issue lists concerning the first batch of road and railway sections were formulated, among which 1564 sections were remedied. From July to September, 1317 issue lists were formulated concerning the second batch of sections, among which 1136 sections were remedied, with a completion rate of 86.3 percent.
Effective Supervision Underpinned by Concerted Efforts and Remediation Projects
As one of the cultural centers of Ningbo, downtown Jiangbei is long plagued by unauthorized stalls, which severely influence residents nearby and damages the image of Ningbo. However, as the law enforcement officers scatter during the night, to crack down on midnight snack stalls is not an easy task. To tackle this problem, the Comprehensive Law Enforcement Bureau of Jiangbei District enhances the effectiveness of urban management and law enforcement, strengthens the squadron night inspection mechanism, and brings together law enforcement officers on night duty, through which it now forms a powerful law enforcement team made up by 12 members and equipped with 4 vehicles.
The night patrol , directing its efforts at addressing tough and hotspot issues that remain a headache of people such as midnight snack stalls and travelling fruit shops engaged in unlicensed business operation and occupying public passages, effectively tackles the age-old problems after integration of law enforcement forces.
As a long-effect management mechanism of night-time city environment health, the joint patrol maintains the order of downtown Jiangbei, cracks down on activities in violation of rules and regulations, improves the comprehensive environment of the city and enhances its quality. At present, Jiangbei District has almost cleaned up all the illegal acts at night, thus improving the quality of people’s life and winning favorable comments from residents, with complaint calls from people reducing considerably.
In the second and third quarters of 2016, nearly 100 night-time remediation actions were carried out in the district hub, with the number of undocumented vendors being investigated, punished and persuaded to leave standing at 178 and that of stalls engaged in occupying public passages reaching 78. Thanks to half a year’s efforts, members of the patrol team have basically cleaned up midnight snack stalls in certain sections by promoting specialized remediation according to different types of operations on these sections.
Fenghua Road， A Life and Commercial Paradise
Thanks to some four months’ painstaking efforts, the Ningbo University Town is clean, neat and pleasant. Looking at this beautiful town, you can never imagine how dirty, messy and disorderly it used to be. As 2016 marks the 30th anniversary of Ningbo University, the district committee and government took a lead in the construction of Youth Cloud Town for Entrepreneurs in the Business Street of Ningbo University. To assist Ningbo University in its preparation for the 30th anniversary, the Urban Management Bureau of Jiangbei District assigned two first-class experts to supervise the construction site, making joint efforts with Kongpu Subdistrict to improve the surrounding environment of Ningbo University.
A series of landmark engineering measures were adopted in building the Ningbo University Town on this land of vitality: completing the design and reconstruction of buildings in the area and working out the municipal reconstruction scheme and making funds forecasting within a month; releasing announcement of the reconstruction work and clearing some 30 shops in the core area within 20 days, completing the demolition of these buildings within 2 days; releasing announcements of investment promotion and convening review meeting within 15 days, etc.
After a hundred days and nights’ hard work, the reconstruction of the business street, which covers a total area of 56,000 square meters, was completed. During the reconstruction project, most of the old buildings are retained, while the layout is more reasonable and artistic, thus improving the overall image of the business street.
“Everyone applauds for it.” said Guo Huawei, former secretary of the party committee of Ningbo University. I’d like to point out that the No.928 Lane on Fenghua Road, which used to be a crowded place full of pits, now presents a brand-new look.
The 30-year-old No.928 Lane on Fenghua Road, which locates in Kongpu Subdistrict and to the south of Ningbo University, is a main passage for students to get in and out of the campus since it connects the east and south gates of the university. Meanwhile, it is a main road for residents in Wencui Xincun and Yongjiang Village.
The area under reconstruction extends from the entrance of Yongjiang Village in the southern end to the Ningbo-Zhenghai Road in the northern end, covering a whole length of 826 meters. At present, a sidewalk has been built and parking space has been reserved in this road section, with the road pavement improved to alleviate noise. Meanwhile, greenery landscape has been added in the east gate of Ningbo University, thus beautifying the road section and improving the quality of residents’ life.
Reconstruction work of the 1575-meter-long and 10-meter-wide Nijiayan Road, which extends from East Huancheng Road in the southern end to the south wing of railway in the northern end began at the end of June this year. The reconstruction program covers reconstruction of Nijiayan Bridge, pavement reconstruction, rain-water and sewage pipe laying, renewal of road marks, upgrading of greenery landscape, etc. Thanks to the reconstruction program, the road surface becomes more rough and comfortable.
Smart Urban Management
Regions under urban administration in Jiangbei District are being included into the smart city urban management working network, in which all the issues, be they small or big, will be gathered to this platform through various channels, which will then be distributed to different departments for handling. The “urban management + internet” initiative is enhancing the effectiveness of fine urban management and will promote a smarter way of management. However, while applauding for the former achievements, a batch of problems left unattended gradually emerges. After data collecting and in-depth analysis, all these problems are mostly found in areas without specified subjects of administrative responsibility. All these problems, having building up over a long period of time, have already become “a forgotten corner” in the city.
After thorough site investigation and analysis of the database of smart urban management, the Smart Urban Management Center worked out implementation plan on dealing with areas without specific administrative responsibility to call for settlement of all the tough problems that have been haunting people for a long time, and such plan encourages related departments to take actions. In this year, the greening projects on idle land in Zhongma, Baisha, Wenjiao and Kongpu Subdistricts were listed as important projects of Jiangbei District.
It is learned that the greening projects mentioned above will cover 55 road sections in four subdistricts in Jiangbei District. The projects will update obsolete facilities, expand parking space by optimizing space layout and adding iconic landscape to improve residents’ living environment as well as the image of Jiangbei District. During the construction, landscape display on Renmin Road will be highlighted with a road greening framework system to be set up; while an avenue for recreation featured with music elements will be built to satisfy people’s basic life and entertainment needs
