Ningbo's government transparency taking the lead

Ningbo's government transparency take the lead among similar cities in the country, according to the annual report released by the Chinese Academy of Social Sciences. It is learned from the government legal work conference held on March 5 that in 2012, among all the provincial capitals and cities with independent planning, Ningbo ranked No.1 and won the distinct award for government transparency.
According to the Legal Affairs Office of the Municipal Government, in recent years, in accordance with the requirements of the State Council, such as the opinions on promoting the administration by law enforcement and strengthening the law-governed government construction, Ningbo has implemented the "six speeding-up" strategy, and has developed and introduced a series of rules and regulations on the major administrative decision-making procedures. In accordance with the requirements of building a transparent government, Ningbo has been constantly promoting the publicity of government information. Through the information management system for the responsibility system of administrative law enforcement, Ningbo Municipal Government has updated 1209 pieces of administrative law enforcement information by the city's 42 municipal departments, and has demonstrated to the public 17,582 pieces of administrative law enforcement information. In August 2012, Ningbo took the lead in China in opening the online administrative enforcement & electronic surveillance system, which covers the city's 40 administrative law enforcement departments. As a result, the procedure of administrative punishment cases has achieved online operation, which has played a positive role in promoting the standard, fair, transparent and efficient operation of the government's administrative power.
