Ningbo sets average life expectancy for 2015

According to Ningbo Public Health Bureau, the Plan for Public Health for the 12th Five-Year-Plan Period was officially released. According to the plan, by 2015 Ningbo shall be a city powerful in public health, the basic medicare insurance system for urban and rural citizens shall be formed, the medical care service should be available to all people, the health of the whole people will be notably enhanced and the major health indicators of the citizens shall level the high-income countries.

According to the plan, by 2015 the health of the whole people will be enhanced notably. The average life expectancy shall reach 79.5 years. The mortality of delivery women and that of new-born babies shall be bellow 1/10,000 and 8/100 respectively. The defect rate of new-born babies shall be bellow 2/1,000. The gap of health quality between urban and rural citizens shall be further narrowed. The city shall make improvements in public health fairness and the capacity for public health security.

The coverage of the basic medical security shall reach 95%. The rate of allowance for expenses for inpatients by the new cooperative medical care security in rural areas shall be above 70%. 95% of medical institutions shall be within 20-minute reach. 65% of patients shall be treated in community medical services in urban and rural areas.

In the 12th Five-year-plan Period, Ningbo shall improve the new-type rural cooperative medicare system to the extent that at least 95% of the rural citizens shall be covered by the new cooperative medical care security. The city shall raise the level of allowance for the special inpatients and considerably prevent people from becoming poor when they are ill.
