Ningbo released action plan for traffic jam solution

Ningbo has a population of about 10 million and about 12 million automobile vehicles. Today it has succumbed to the city disease of traffic jam.
The other day, Ningbo Municipal Government officially released "Ningbo Action Plan for Solution of Urban Traffic Jam", a decision made in the 16th executive meeting of Ningbo Municipal Government.
According to the plan, The guideline for the solution of urban traffic jam should be "people foremost" aiming to solve the traffic problem for the people. The plan sets up four fundamental principles: priority of public traffic, appropriate control of cars, encouragement of slow traffic, and optimization of the urban layout. The plan outlines "six actions": to improve the traffic network, to improve the public traffic facilities, to improve the facilities for slow traffic, to improve the parking conditions, to optimize traffic administration, and to strengthen the control of number of cars. With the implement of the plan, the city aims to basically solve the traffic jam problem before 2017 forming a good urban traffic system with orderly, smooth, safe, comfortable and harmonious traffic conditions.
According to the plan, by 2017, Ningbo will raise the rate of public traffic from the present 17.7% to over 40% and the rate of integrated urban and rural public traffic to 95%. The average traffic speed of vehicles on the main roads in central urban areas shall be raised from the present 18.5 km/h to 25 km/h and the average traffic speed of vehicles on the intercity roads of Ningbo shall be raised from the present 21.2 km/h to 30 km/h. The commuting time in central urban areas shall be reduced from the present 60 minutes to 40 minutes and the ride from the downtown to the suburb towns shall be less than 60 minutes.
According to the plan, in the mid term of the plan, the city shall concentrate on optimizing resources. By integrating resources, the city shall form an integrated public traffic service system made up of the rail traffic, buss and public bikes. By optimizing the structure, the city shall raise the rate of public traffic and effectively solve the problem of traffic jam in urban areas.
