Ningbo in the front of Zhejiang in pollution control

According to Ningbo Municipal Bureau of Environment Protection, in the examination by Zhejiang Provincial Office of Pollutants Discharge Reduction, Ningbo is among the best of Zhejiang in the discharge reduction of major pollutants.

The examination shows,  in 2011 Ningbo reduced discharge of COD by 3.52%, ammonia nitrogen by 3.12%, sulfur dioxide by 3.83%, and nitrogen oxides by 1.56%. Ningbo has fulfilled all the requirements for the discharge reduction of the three major pollutants as is required by Zhejiang Provincial Government for the annual examination for 2011. With respect to the control of pollutants of COD, ammonia nitrogen and nitrogen oxides, Ningbo is the best in Zhejiang. And it is No.2 in the control of sulfur dioxide.

Reportedly, in the past year, all the cities, counties, districts and related departments made vigorous efforts to advance pollution reduction programs. In the rectification of the key areas and key industries,Ningbo constantly strengthens the law enforcement, and the environment supersion, resulting in notable progress in this respect.

In the control of water pollution, the city renovated and built sewage treatment facilities, improved the sewage collection network, raised the capacity of sewage treatment works and raised the used of recycled water.

In the last year, the city started the program of "No Highly Polluting Fuel Areas". With the program, the city eliminated 154 coal-fueled boilers in the first phase of the program and eliminated 36 coal-fueled boilers planned for the first phase of the program

Insurance debt investment program in Ningbo

On March 26, an agreement on the insurance debt investment program was signed, the first such program in Zhejiang. According to the program, insurance funds of 2.5 billion yuan will be invested in batches in the infrastructural facilities of Ningbo.

The time limit for the "Insurance Debt Investment Program of the People's Insurance Company of China and Ningbo" is 7 years. People's Insurance Company of China is trusted to collect funds from qualified insurance institutions and the funds collected are mainly be invested in the traffic infrastructural facilities. This program is the first one Ningbo has started to collect insurance funds for infrastructural facilities, which well balances the interests of the debtors and investors and effectively reduce the financing cost.

Reportedly, insurance debt investment is one of the major ways for insurance funds to be invested in infrastructural construction. This kind of investment has such advantages as large scale, long time limit, flexibility of fund uses and rational cost.

According to an authority of Ningbo Municipal Banking Office, the insurance debt investment program is an innovation Ningbo makes in financing. In the present situation of credit squeeze and high financing cost, it is of great significance for the city to broaden the financing channels for key projects.

In the time to come, Ningbo will further enlarge the cooperation with insurance institutions in investment with insurance funds. On the prerequisite of qualified financing projects, debtors and guarantee conditions, the city will take active measures to collect insurance funds for such fields as infrastructural facilities, public services, housing security and environment protection.

Developing financing guarantee companies in Ningbo

According to a meeting on the work of financing guarantee companies, by the end of last November, Ningbo had proved and established 79 underwriting companies, with its registered capital amounting to 4.191 million yuan. Of the companies, there are 55 companies whose registered capital each reaches 50 million yuan and 12 whose registered capital each amounts to 100 million yuan.

Reportedly, at present, each city, county or district of Ningbo has at least 2 financing guarantee companies. Cixi has 22, Yuyao 11, Fenghua 7, and Yinzhou District 5. The city has 72 companies engaged in guarantee for industrial financing and 7 for agricultural financing. It has 17 guarantee companies of state capital and 62 companies of private funds. In the last year, the amount guaranteed is increased by 61.1%, reaching 24.288 billion yuan, covering 29.68% of the new loans that banks of Ningbo granted to small and medium-sized enterprises. For this figure, Ningbo is in the front of China. The guarantee businesses amount to 14037. The companies guaranteed amount to 10435, increased by 68.8%.

Ningbo taking measures to promote foreign trade

To encourage qualified foreign enterprises and export bases to get upgraded to national-level demonstrative foreign trade bases, to build an international marketing network, to expand the international market, and to allocate a special fund of 90 million yuan to help foreign trade enterprises in their structural adjustment,…all these are part of the measures Ningbo is taking for the improvement of the quality of foreign trade.

"The 12th Ningbo Congress of Party Representatives has set up the goals of the opening economy of Ningbo in the time to come. We will vigorously promote the economic transform and update," said Yu Danhua, director of Ningbo Foreign Economic Cooperation Bureau. In 2012 Ningbo will take action to improve the quality of foreign trade, accelerate the industrial transformation and upgrading and maintain the leading position in Zhejiang and even the country. 

At present, Ningbo has completed the construction of Ninghai Stationery Production Base and Yinzhou Clothes Production Base. In 2012, Ningbo will encourage qualified foreign enterprises and export bases to get upgraded to national-level demonstrative foreign trade bases. By the end of the 12th Five-year-plan Period, Ningbo will build five key export bases whose annual export each will exceed 1 billion US dollars making them new growth point for the foreign trade of Ningbo.

In order to build a well-linked marketing network, the city will encourage enterprises to obtain international brands by means of mergering, joint venturing, leasing and agentship so as to increase the export value of Ningbo-made products. In the meanwhile, the city will build a public service platform for foreign marketing  and encourage more enterprises to set up their marketing bases in foreign countries.

In order to promote the quality of foreign trade, the city will implement programs like strengthening coordination of the government and enterprises, giving financial support to growing foreign trade enterprises and giving advice to foreign trade businesses and so on.
