Ningbo unveils its reform plans in the second half of 2012 in a government conference held on Monday, pledging more efforts to innovate and improve 12 fields.

The conference calls for more efforts to promote significant pilot reforms focusing on 12 areas or 62 items and consolidate the achievement of previous reform.

According to the reform plan, the top priority is setting a sound development and management system for the Marine Economy Demonstration Areas. In the second half of 2012, Ningbo will strive to establish a commodity trading platform, build a regional commodity distribution center, improve the logistics service system, and promote the pilot project of marine development and protection in Xiangshan County.

10 energy-conserving projects win 650 million yuan’s financing support

On July 3, Banks and Enterprises Matchmaking Meeting on contract energy management projects and key energy-saving and renovation projects was held in the city. 18 contract energy management companies, part of the key energy-saving project enterprises, and 12 financial institutions made an intention of financing 1.25 billion yuan and signed 10 energy-saving projects, worth 650 million yuan.
Ningbo government has always given prominence to the implementation of the contract energy management projects and the energy-saving and renovation projects. At present, the city government and county government have granted a special fund of 250 million yuan to support energy-saving, renovation and contract energy management projects. A total of 765 first projects have been decided, planning to invest 3.55 billion yuan, and energy equivalent to 689,000 tons of standard coal is expected to be saved. Power consumption reaches a new high in Ningbo

The scorching heat has elevated the power consumption in Ningbo, which reached 8 million kwh at 10:25 am on July 2nd. The first wave of power consumption peak has arrived in advance, up by 1.3 million kw over the previous year. 
The power consumption will continue to grow amid hot weather. It is expected to reach 100 million kw in Ningbo this summer, with a power consumption shortage of up to 1.5 million kw at most. The power & electricity department says that the shortage will be even serious in extreme heat or during failure of generator sets. 
East Ningbo city and Beilun are relatively weak in power supply. "We will step up grid construction and put in a batch of substation equipment", said someone in charge. It is estimated that the 500 kv north substation will be in operation next year, which will greatly ease power supply tension in east city. The expansion of Chunxiao substation will also help ensure the power supply in Beilun. 
The removal and relocation of two 110 kv power lines, which are heavily affected by subway construction, is also underway. The lines supply power for over 60 communities in Haishu and Jiangdong districts as well as many important public institutions. "It is power peak now. With the rapid rise of power consumption, the power supply is less reliable during the removal and relocation." The power & electricity department says that 3 orderly use of power plans and emergency plans have been made to ensure stable power supply in central urban city. The removal and relocation work is expected to be finished in mid July. 
Currently, the 2012 Ningbo Grid and Super-grid Power Supply Capacity and Ration List and 2012 Peak Shifting and Averting Schedule for Enterprises have been made. The orderly use of power will be started in due time.
