The construction land for the Liuheng Highway Bridge (Ningbo Section) of Ningbo Zhoushan Port was approved

On July 26, it was learned from the Ningbo Municipal Bureau of Natural Resources and Planning that the construction land for the Liuheng Highway Bridge (Ningbo Section) of Ningbo Zhoushan Port was recently approved by the Zhejiang Provincial People’s Government, laying a solid foundation for the overall construction of the entire project.

Ningbo Zhoushan Port Liuheng Highway Bridge is listed as a major project of the National Development and Reform Commission’s river-sea combined transportation. It is a major construction project in the "13th Five-Year Plan for Comprehensive Transportation Development in Zhejiang Province" and also an important part of "Ningbo Expressway Plan (2013-2030) )".

The project is a two-way six-lane expressway, with a design speed of 100 km/h expressway standard, a total investment of RMB17.64928 billion, a land scale of 978.7485 mu, and a total length of 10.81 kilometers.

The construction of the project will accelerate the development of Ningbo’s internal river-sea combined transportation, promote the "Ningbo-Zhoushan integration", enhance the bulk commodity storage and transportation processing and trading capabilities, and build a world-class integrated river-sea combined transportation hub port, shipping service base and national bulk commodity storage and transportation processing and trading base. The creation of a demonstration zone for integrated reform and development of China’s ports is of great significance.

It is reported that in order to ensure the progress of project construction, the Municipal Bureau of Natural Resources and Planning has adopted the "using land first + full-line approval" parallel innovative application method. In mid-March, it obtained the provincial government’s approval to use land first to ensure the start of the node project construction. At the same time, we promptly guided the Beilun Branch to organize the approval materials for the agricultural conversion projects, and actively contact them to fully guarantee the progress of the project approval.

In the face of unfavorable circumstances such as partial adjustments to the project and the corresponding increase in related procedures, the bureau increased communication and coordination, innovated working methods, and adopted multiple measures such as "guarantee channels, green channels, and tolerance reviews" to ensure that the project was officially accepted. It took less than one month to successfully obtain the approval, refreshing the “new record” of the approval speed, laying the foundation for the project to start construction on schedule
